Camstreams works fine (both for broadcasting and viewing streams) if you are using Windows 8. Simply select Desktop Mode in order to browse the site/broadcast. This page is about Metro/Windows Phone.

Camstreams and Windows 8 Metro / Windows Phone - Introduction

Our streaming is a Microsoft technology, developed many moons and ago but yet still widely supported on their platforms. However, Windows 8 Metro threw a complete spanner in the works by breaking the very technology they created! What we found is that by fixing an encoding problem to make our streams work in Silverlight for other Windows flavours, made them not work in Windows 8 Metro/Windows Phone's own MediaControl element. Right now, a lot of streams show as a still frame in our Metro App. This is a confirmed bug with Microsoft software - we proved it to them and they acknowleged it, but then said there were no plans to fix it.

However! There is a solution which requires a bit of a head scratching and we do plan to have a Windows 8 Metro App available - a port of which will work well also on Windows Phone - in the not too distant future, hopefully. Unfortunately, right now our efforts are concentrated on the iOS platform.
